Sci-fi action thriller starring Jean-Claude Van Damme. Police detective Jack Riley (Michael Rooker) has been on the trail of serial killer Edward 'The Torch' Garrotte (Van Damme) for years, and now that the time has come for him to retire from the force, he's still no closer to catching his man. However, as soon as he gives up his badge, Riley is approached by a shadowy government agency who have created a replicant of The Torch (also Van Damme) from Garrotte's DNA. Riley agrees to help them and soon finds himself partnered with the replicant in a desperate final bid to put a stop to Garrotte's killing spree.
